PURPOSE OF ORDER:
The purpose of this order is to establish standardized procedures for the inspection, documentation, supervisory review, corrective action, maintenance, and record retention of the Americans with Disabilities Act (ADA)-accessible showers located within Century Regional Detention Facility (CRDF). These procedures are intended to ensure that ADA-accessible showers remain clean, safe, functional, and accessible in accordance with the Johnson Settlement Agreement and Department policies.
SCOPE OF ORDER:
This unit order applies to all personnel assigned to, or working in any capacity at, CRDF. It applies to all housing areas containing ADA-accessible showers and to all housing locations where inmates requiring mobility-related accommodations may be assigned.
For the purposes of this unit order, ADA-accessible shower areas include designated
ADA-accessible showers and all associated accessibility equipment, including, but not limited to, grab bars, shower benches or chairs, slip-resistant surfaces, and any other accessibility-related fixtures.
NOTE: ADA-accessible showers have been identified as any shower located on the lower tier in each housing module.
ORDER:
Housing
Inmates identified by Correctional Health Services (CHS) as requiring mobility or sensory accommodations shall be housed on the lower tier, assigned a lower bunk, and provided any additional accommodations in accordance with Custody Division Manual (CDM) Section 5-03/085.00, “Handling of Inmates with Mobility and/or Sensory Impairments,” and other applicable Department policy.
ADA Shower Inspection Checklist & Process
The Johnson Settlement Agreement requires class members to have access to clean, properly functioning showers equipped with a slip-resistant surface (e.g., shower mat) and an ADA-compliant shower chair. To ensure compliance and accountability, the AM [REDACTED TEXT] Sergeants assigned to the [REDACTED TEXT] shall complete one ADA Shower Inspection Checklist for their respective [REDACTED TEXT] each day.
Whenever practical, inspections shall be conducted during the AM hours after routine sanitation has been completed and before inmate shower use begins.
The inspection may be conducted with the assistance of a supervising line deputy; however, responsibility for the completion and accuracy of the inspection remains with the AM [REDACTED TEXT] Sergeant.

Deficiencies and Corrective Action
When deficiencies are identified, corrective action shall be initiated as soon as practical.
Corrective action may include, but is not limited to:
If an ADA-accessible shower is determined to be unsafe or otherwise unavailable for inmate use, the shower shall be removed from service until repairs have been completed or the shower has otherwise been approved for use.
The watch commander and ADA Coordinator shall be notified of any condition that significantly affects inmate accessibility or requires an ADA-accessible shower to be removed from service.
ADA Shower Availability
The temporary closure of one ADA-accessible shower shall not prevent an inmate requiring an ADA-accessible shower from receiving reasonable access to another ADA-accessible shower.
When an ADA-accessible shower is unavailable due to maintenance, repairs, sanitation, or other operational reasons, supervisors shall make reasonable efforts to ensure affected inmates continue to receive reasonable access to an alternate ADA-accessible shower.
Whenever practical, alternate shower access shall be coordinated to minimize disruption to facility operations and may include designated ADA-accessible showers located in other housing modules or the CRDF Main Clinic.
When operationally feasible, supervisors should coordinate alternate shower access before general inmate movement begins or after routine inmate programming has concluded.
Responsibilities
Module Personnel
Custody personnel assigned to housing areas containing ADA-accessible showers shall maintain the cleanliness and general condition of assigned ADA-accessible showers in accordance with facility sanitation procedures.
Module personnel shall promptly notify the AM [REDACTED TEXT] Sergeant of any observed condition affecting the cleanliness, accessibility, safety, or functionality of an ADA-accessible shower, including:
Significant deficiencies shall be documented in the electronic Uniform Daily Activity Log (e-UDAL).
Maintenance requests shall be submitted through the appropriate facility maintenance process and monitored until completed.
When an ADA-accessible shower is unavailable, module personnel shall assist with implementing reasonable accommodations, including coordinating inmate access to an alternate ADA-accessible shower as directed by the watch commander.

Watch Commander
The Watch Commander shall review completed ADA Shower Inspection Checklists for completeness, accuracy, and required follow-up and shall ensure completed inspection packets are forwarded to the [REDACTED TEXT] in accordance with this unit order.
ADA Coordinator/ Access to Care Lieutenant
The ADA Coordinator or Access to Care Lieutenant will maintain oversight of the ADA Shower Inspection Program by conducting periodic audits and spot inspections of completed ADA Shower Inspection Checklists.
Audit responsibilities include verifying:
Recurring deficiencies, unresolved maintenance issues, or repeated failures to complete required inspections will be reported through the chain of command with recommendations for corrective action, as appropriate.
Records and Retention
Completed ADA Shower Inspection Checklist shall be maintained electronically within the designated [REDACTED TEXT] Original inspection packets shall be forwarded daily to the [REDACTED TEXT] for retention in accordance with established Department records retention procedures.
