PURPOSE OF ORDER:
The purpose of this order is to establish procedures for the use of inmate telephones.
SCOPE OF ORDER:
This order applies to all personnel assigned to and working at Pitchess Detention Center (PDC) South Facility.
ORDER:
Inmate telephones are installed throughout PDC South Facility, located in groups, halfway between the barracks and the south fence-line within each compound. There are additional telephones located in the recreation yard.
These telephones are equipped for outgoing calls only. All calls are made by utilizing the services provided by the telephone service provider.
Phone access may be restricted during routine activities such as inmate meals, count, pill call, clothing exchanges, or during emergencies such as inmate disturbances, etc. In addition, phone access shall be restricted during nighttime hours (refer to UO 5-01-205, ‘Nighttime Facility Operation”). Any other restrictions to telephone usage shall require approval from the watch sergeant or watch commander and shall be logged into the electronic-Uniform Daily Activity Log (e-UDAL) and daily desk log by the watch deputy.
PDC South main control personnel may enable/disable the inmate phones using the system control on the web application, which can be accessed via the following link: https://ca.gtl.us/Login.aspx. Inmate telephones shall not remain disabled for more than twenty-four (24) hours without written approval from the unit commander.
