ONLINE PURSUIT EVALUATION PROCESS
PURPOSE
The purpose of this Newsletter is to update Department personnel of the new optional online pursuit evaluation process. The online pursuit evaluation process ensures consistent documentation and reporting in compliance with the legislative changes
reflected in California Vehicle Code (CVC) sections 17004.7 and 14602.1. The online pursuit evaluation process supports oversight, standardizes reporting, and ensures timely submission of pursuit information to the Traffic Services Division (TSD) and the California Highway Patrol (CHP). The online pursuit evaluation process is an optional resource for Department personnel and applies to all Department vehicle pursuits and associated evaluations, from initial report entry through final command approval.
BACKGROUND
CVC sections 17004.7 and 14602.1 require the CHP to develop and approve a paper or electronic form that includes additional data regarding motor vehicle pursuits, and requires the Department to submit the form to the CHP no later than 30 days following a police pursuit, thereby imposing a state-mandated local program by increasing the level of services imposed on local law enforcement agencies.
SPECIFICS OF ONLINE PURSUIT EVALUATION PROCESS
Definitions:
Pursuit Notification Form: A chief’s Memorandum notification email which is generated upon completion of the Sergeant’s portion of the online Pursuit Evaluation Form notifying executives of a vehicle pursuit.
CHP-187A: The state reporting form generated by the online evaluation process and submitted to TSD for transmission to CHP.
Pursuit Evaluation Forms: The forms to be completed within the Online Pursuit Evaluation Portal (includes, but is not limited to, the CHP-187A form).
Guidelines:
The following guidelines ensure that Department Personnel streamline the review process, eliminate unnecessary duplication, and capture the information required by statute and Department policy while conforming to established timelines.
Required Documentation:
Upload the following documentation into LASDEvidence.com with each vehicle pursuit evaluation to maintain a complete and accurate review:
- Body Worn Camera (BWC) footage from involved personnel.

Dispatch Radio Transmission related to the vehicle pursuit.

Cold-Line Communication, if utilized.

All reports pertaining to the vehicle pursuit.

Unit Roster and/or In-Service for involved personnel.

Map of the pursuit depicting the route and distance traveled.
Sergeant responsibilities:
- Complete the Sergeant portion of the online Pursuit Evaluation Form following the pursuit.

Ensure all required pursuit information is documented accurately.

Upon submission, the system will generate a Pursuit Notification Form.

Ensure required documentations are uploaded into LASDEvidence.com
Watch Commander responsibilities:
- Review the Pursuit Notification Form as soon as practicable.

Email the Pursuit Notification Form to executive staff with a brief overview of the pursuit.

Complete the Watch Commander portion of the online Pursuit Evaluation Form within 15 calendar days.
Unit Commander responsibilities:
- Review the pursuit within 30 calendar days.

Conduct the final review of the completed Pursuit Evaluation.

Ensure compliance with Department policy (MPP 5-09/210.20) and applicable laws (SB 719, CVC section 14602.1(d)).

Approve and close the evaluation.
Upon completion, the system shall automatically generate the CHP187A and transmit the report to the CHP.
Additional Evaluation Guidance:
- Re-engagement pursuits are considered separate pursuits. A separate pursuit evaluation shall be completed for each re-engagement.

Pursuits shall be evaluated from initiation to termination only.

Pre-stop coordination and post-pursuit tactics are not considered part of the pursuit and are not used to determine whether the pursuit was within policy.
