18-08 - Violent Persons File

                                                                    VIOLENT PERSONS FILE

The Violent Persons File (VPF) was designed to alert law enforcement officers when individuals they are encountering may have the propensity for violence against law   enforcement.

Records contained in the VPF must be supported by one of the following criteria:

  • Individual convicted of assault or homicide of a law enforcement officer, fleeing, resisting arrest, or any such statue which involves violence against law enforcement;
  • Individual convicted of a violent offense against a person, including homicide or attempted homicide;
  • Individual convicted of a violent offense against a person where a firearm or weapon was used; or
  • A law enforcement agency, based on its official investigatory duties, reasonably believes the individual has seriously expressed his or her intent to commit an act of unlawful violence against a member of the law enforcement or criminal justice community.

Once a subject is entered into the VPF, a warning is generated whenever any law enforcement officer conducts a wanted person inquiry through the National Crime Information Center (NCIC).

The following alert will be part of all positive VPF responses:

           WARNING:  A SUBJECT IN THIS RESPONSE HAS BEEN IDENTIFIED AS A VIOLENT OFFENDER OR A SERIOUS THREAT TO            LAW ENFORCEMENT OFFICERS.  REVIEW THIS RESPONSE IN ITS ENTIRETY TO OBTAIN ADDITIONAL INFORMATION ON              THIS SUBJECT.  USE EXTREME CAUTION IN APPROACHING THIS INDIVIDUAL.

The VPF alert is for information only.  This response should not be used as a reason for an arrest or detention.

VPF records have an unlimited retention period and will remain on file indefinitely or until action is taken by the entering agency to cancel the record.

The VPF is a nationwide database.  Department personnel do not have the ability to enter records into the VPF at this time.

Any questions regarding the VPF should be directed to the FBI’s Criminal Justice Information Services (CJIS) Division, at [REDACTED TEXT]
