The responsibilities of the Tactical Planning Unit includes:
Strategic planning for emergencies.
Tactical planning for major Departmental events and governmental entities.
Inspection of the emergency management capabilities of stations, facilities and bureaus.
Maintenance, training, and sustainment of Sheriff’s Department Operations Center (DOC) teams.
Maintenance, training, and sustainment of Departmental Incident Management Teams (IMT).
Development, presentation, and coordination of disaster preparedness training and exercises for the Department and allied governmental entities.
Coordination of California State Law Enforcement Mutual Aid on behalf of the Sheriff.
Acting as the Department liaison and coordinating disaster preparedness plans with federal, state, County, and local governments.
Attending conferences and serving on committees relating to disaster preparedness planning as a representative of the Sheriff.
Coordinating out-of-county search and rescue team requests through the California Governor's Office of Emergency Services (CalOES).
Maintaining, staffing, and supporting field command posts and associated support equipment.
Training selected Departmental personnel in the operation of field command post equipment.
Gathering information in coordination with the Sheriff's Response Team (SRT) and Sheriff's Intelligence Unit (SIU) regarding large-scale events and incidents, including local and nationwide civil disorder activity, that may requirelaw enforcement attention.Such events may include concerts, parades, sporting events, protest demonstrations, labor actions or strikes, and other activities expected to attract large crowds, or that may require significant Department response. Particular attention should be given to events that have historically implicated public safety concerns or where similar anticipated.
Coordinating operational planning and logistical support for large-scale Department funerals in coordination with the Disability Management and Compliance Unit (DMCU), the concerned unit of assignment, and allied agencies.
Gathering and evaluating information regarding labor-management relations and disputes while maintaining strict neutrality and confidentiality.
Maintaining close liaison with union officials, management personnel, government labor relations agencies and federal, state, County and municipal labor law enforcement officials prior to and during strikes or labor disputes.
Responding to strike scenes to assist Patrol Divisions, as needed.
Maintaining Department representation for the Sheriff’s Department and countywide emergency planning efforts, including Department Emergency Plans and the Continuity of Operations Plan (COOP).
Serving as the Department’s Law Enforcement representative for Emergency Support Function (ESF) #13 within the County Emergency Operations Center (CEOC) or coordinating with the Department Operations Center (DOC) Coordinator to ensure appropriate CEOC representation.
Maintaining Department representation within the Area Maritime Security Committee and serve as the Los Angeles Maritime Liaison with the United States Coast Guard for Los Angeles and Long Beach Ports.
Maintaining liaison with federal law enforcement agencies regarding Los Angeles Metropolitan Area (LMA) resources and dignitary protection operations; and
Coordinating staffing and operational response for special events, county elections, and major public gatherings, including but not limited to the Rose Parade, Rose Bowl, West Hollywood Pride, City of Inglewood events, NFL games, concerts, and other large-scale events.
